Chief Executive Officer (CEO)
Ms. Carter serves as Chief Executive Officer of Muskegon Family Care, where she provides strategic leadership and operational oversight for one of the region’s leading community healthcare organizations. Since joining the organization in September 2022, she has leveraged more than 30 years of progressive healthcare leadership experience to drive operational excellence, strengthen financial performance, and enhance patient-centered care delivery across the organization.
As CEO, Ms. Carter oversees organizational strategy, clinical and administrative operations, community engagement initiatives, and cross-functional performance improvement efforts. Her leadership spans multiple service areas, including Medical, Dental, Pharmacy, Transportation, Facilities, Community Service Outreach/Patient Experience, Security, Human Resources, Optometry, and special projects. She also provides executive oversight for Procurement, Finance, Revenue Cycle operations, and organizational marketing initiatives in partnership with MLive, WZZM, and local media affiliates.
Prior to joining Muskegon Family Care, Ms. Carter served for nearly two decades as Revenue Cycle Manager at Bronson Healthcare Group, where she directed insurance and patient billing operations, denial management, appeals processes, and recovery strategies involving federal, state, and third-party payers. Her expertise in revenue cycle optimization and healthcare operations has consistently contributed to improved financial outcomes and organizational sustainability.
Ms. Carter is recognized for her ability to lead through change, navigate complex healthcare environments, and align operational strategy with financial stewardship and patient experience goals. Her collaborative leadership style, strategic vision, and commitment to equitable healthcare access continue to position Muskegon Family Care for long-term growth and community impact.
